At what shooting % would you consider a shooter to be a non-factor?

If someone shoots <10% from the 3, and not that much higher outside of the paint, would you still have your middle school players closely guarding them?
I’m much more concerned about players scoring layups in the paint against us, so I’ve been teaching my team to slack off when playing man-to-man to protect against the drive. Is this poor coaching?

For clarification, I coach in NYC where there are great dribblers and drivers, but poor shooting across the board.
